
James Min
Chief Operating OfficerOriginally from California, James Min brings more than two decades of congressional experience to Miller Strategies. He served as chief of staff for three Members of Congress from the same energy, military, and agriculture district based in the Central Valley of California —most recently for Rep. Vince Fong. Before that, James was chief of staff for the entirety of Rep. Kevin McCarthy’s congressional career. This dream journey saw McCarthy rise from a House freshman to Speaker of the House, where James also served as deputy chief of staff in McCarthy’s leadership offices, including the offices of the House Majority Whip, House Majority Leader, House Republican Leader, and Speaker of the House. In these roles, he provided strategic, legal, political, and legislative counsel while also serving as a key advisor in McCarthy’s political operation, which raised hundreds of millions of dollars and helped secure two House majorities.
James began his congressional career as an intern for Rep. Bill Thomas, then-Chairman of the House Ways and Means Committee, eventually being promoted to his chief of staff at the age of 25. James earned his A.B. in human biology from Stanford University before obtaining his J.D. from Georgetown University Law Center. He is licensed to practice law in California.
James joined Miller Strategies in early 2025 as Chief Operating Officer.
